Italy was divided into states. The postal rates were different before the Italian Unit. For most states, these different tariffs applied until 1859-1861, after which the postal rates for Sardinia / Italy applied. In Lombardy-Venetia it lasted to1866 and in the Papal States after the fall of Rome in September 1870.

For destinations in the Netherlands up to and including 30 km from the border, up to 1-1-1864 for the first weight class, 5 cents lower rates applied.
Ladies' envelope from Zwolle to Chambéry, Savoie, 9 February 1860 with semi-circle datestamp ZWOLLE with grotesque letters, Franco and PD. (= payé jusqu'à destination). Sent via Emmerich, Bern, Luzern and Genève (stamps on reverse). The sender paid the postage to Switzerland, rayon 2, to 15 grams: 40 cents, indicated on reverse. Savoie was part of the Kingdom of Sardinia until it was ceded to France by the Treaty of Turin on 24 March 1860.
Ladies envelope from Bordighera, Northwest Italy to Zwolle, 24 January 1864. Sent via Ventimiglia (datestamp on reverse) and France (indicated "via Francia"). TPO cds ITALIE - MENTON in red. Postage to be paid by the addressee, 0 - 10 wigtjes: 40 cents.
